Why the same molecule needs two contexts
Public-health references describe ground-level ozone as a gas that forms in the lower atmosphere through chemical reactions involving sunlight and other pollutants, rather than being emitted directly from a single source. An air-quality page is concerned with that near-surface pollution, not the protective layer higher up.
Ozone concentration is reported as a mass or volume value, while an concentration-band context is a separate communication number built from scheme-specific breakpoints and averaging rules. The two quantities must not be added to particle concentrations or to an aggregate index.
